The UK and US have secured a major commercial pact that will ensure no duties on UK drug products going into the American market.

Key Provisions of the Deal

In exchange for the tariff guarantee, the UK has committed to raise spending on medicines through the public health system. This pledge ensures that tariffs on these vital goods will stay at zero for a duration of 36 months.

This deal follows recent statements to dramatically increase duties on patented pharmaceutical products, with figures floated up to 100%.

"This deal between the United Kingdom reinforces the worldwide climate for cutting-edge drugs and brings much-needed fairness to transatlantic medicine commerce," a release noted.

Commercial Significance

Medicines represent one of the UK's most significant export categories to the United States, which is easily the biggest destination for leading British pharmaceutical firms.

Statistics show that in the 12 months prior to September, the UK sold medicines totaling billions to the US. This figure made up 17.4% of all goods exports in that timeframe.

"This agreement protects jobs, stimulates funding and paves the way for the UK to establish itself as a international leader for life sciences," a minister commented.

Specific NHS Changes

The agreement entails several specific changes from the United Kingdom:

  • Higher Cost Ceiling: The UK will increase the price threshold at which it considers new therapies to be prohibitively costly by a quarter.
  • Boosted Medicine Funding: There is a goal to double overall public funding on medicines from 0.3 percent of Gross Domestic Product to 0.6% over the next decade.
  • Rebate Cap: The percentage drug companies must refund to the NHS to prevent overspending will be limited at fifteen percent. In the past, repayments topped twenty percent.

Industry Background

The pact takes place against a ongoing row between the drug companies and the UK government over drug pricing and regulatory access.

These tensions were exacerbated by arguments that US patients were paying a premium for the same drugs than people in the UK and Europe.

Recently, several significant manufacturing plans in the UK have been delayed or abandoned, while multi-billion-dollar funding commitments have been directed toward projects in the United States.

The Science Minister acknowledged that the NHS must spend more on treatments, noting that its budget allocation on drugs had declined as a proportion of its total funding over the last ten years.
